[Fhb-update_cgp] FHB Update from KS, 04/19/16

[FHB Update - Central GP, Hard Winter Wheat]

The wheat in southern Kansas is at or now past flag leaf emergence for the
most part and will likely begin heading over the next 7-10 days. In central
KS, the wheat will likely reach the critical stages for FHB in about 2
weeks. The risk is currently low for Fusarium infection, but conditions
could change rapidly if we get in to a period of frequent rainfall.
